Necessary But Insufficient Burden (NIB)
Overview
A necessary but insufficient burden is an argument that a debater must answer to have any path to winning, but that does not independently earn the ballot. Losing the burden is enough to lose the round, while winning it only allows the judge to continue evaluating the rest of the debate.
NIBs are often considered abusive because they can create disproportionate time pressure: a very short argument may require a detailed response, yet answering it gives the respondent no offense. Because of this, opponents may read theory arguing that NIBs are unfair, unreasonably burdensome, or harmful to education.
For example, prioris(/a-prioris) are NIBs because they establish a condition that must be resolved before ordinary offense can be evaluated, but winning that condition does not itself prove the resolution. Permissibility or skepticism triggers are NIBs because a debater must answer them to preserve access to moral obligation or normative offense, but defeating the trigger only makes that offense available—it does not prove that the offense is true or sufficient to win. Theory without the RVI is a NIB because a debater must answer the theory shell to have a chance of winning the round but cannot garner offensive on the counter-interpretation.
Counter-Interpretation
Here's an example of a counter-interpretation to a theory shell, arguing that NIBs are not bad:
Counterinterpretation: The negative debater can read necessary but insufficient burdens.
Standards:
[1] Philosophical education – NIBs encourage us to talk about more philosophical constructs in the context of the framework, and especially if I am winning the NIB it proves it’s metaphysically true about the world which the affirmative’s model precludes.
[2] Clash – NIBs encourage us to better idea test all aspects of the affirmative, and subjecting them to a rigorous philosophical testing is key to education
[3] Critical thinking – it encourages you to think on your feet and quickly respond to arguments, which impact turns reciprocity because being under time pressure is good
