- Research – competing on certainty explodes aff research burdens with hundreds of distinct actors to consult about near infinite issues affs can’t prepare for. That shifts debates to generic, actor questions which crowds out substance
- Aff Ground – they force us to reset the debate in the by stealing the 1AC – 4 minutes is too short to answer case and read CP turns that don’t apply to the aff
Consult CPs Good (Negative)
- Education - The counterplan generates real-world education, because international or governmental actors will often have to consult multiple entities before implementing a plan. In fact, rarely is a large action implemented either domestically or internationally without large amounts of institutional review from multiple avenues.
